Preamble to the Constitution of the State of Indiana
TO THE END, that justice be
established, public order maintained, and liberty perpetuated; WE, the
People of the State of Indiana, grateful to ALMIGHTY GOD for the free
exercise of the right to choose our own form of government, do ordain
this Constitution.

Common schools system
Knowledge and learning, generally
diffused throughout a community, being essential to the preservation of
a free government; it should be the duty of the General Assembly to
encourage, by all suitable means, moral*, intellectual, scientific, and
agricultural improvement; and provide, by law, for a general and
uniform system of Common Schools, wherein tuition shall be
without charge, and equally open to all.
*Noah Webster's original dictionary 1828 - Moral, 1. Relating to the
practice, manners or conduct of men as social beings in relation to
each other, and with reference to right and wrong. The word moral
is applicable to actions that are good or evil, virtuous or vicious,
and has reference to the law of God as the standard by which their
character is to be determined.
